The offset in minutes after sunset used to calculate tzais based on the calculations of Chacham Yosef Harari-Raful of Yeshivat Ateret Torah calculations. The default value is 40 minutes. This affects most zmanim, since almost all zmanim use subset as part of their calculation.

This is a public var to allow overriding the default and adjusting the offset used in calculating tzais. Chacham Yosef Harari-Raful of Yeshivat Ateret Torah uses 40 minutes globally except for in Israel where a 25-minute offset is used. This offset impacts all Ateret Torah zmanim.
