Method to return a shaah zmanis (temporal hour) according to the opinion of the Chacham Yosef Harari-Raful of Yeshivat Ateret Torah.

Dawn for this calculation is 1/10th of sunrise to sunset day, or 72 minutes zmaniyos of such a day before sunrise. Dusk is usually calculated as 40 (configurable to any offset via setting ateretTorahSunsetOffset) after sunset. This day is split into 12 equal parts with each part being a shaah zmanis.

Note that with this system, chatzos (mid-day) will not be the point that the sun is halfway across.

Return

the long millisecond length of a shaah zmanis. If the calculation can't be computed such as in the Arctic Circle where there is at least one day a year where the sun does not rise, and one where it does not set, a Long.MIN_VALUE will be returned.
